Business Central 'Full User' license is for employees whose work requires that they have access to the functionality-rich business applications with sales, customer service, finance or supply chain management. 'The 'full user' license is previously known as 'Pro User' license. Full users are licensed per named user base through a Business Central subscription and may be either on the Essentials or Premium version of Business Central.

Dynamics 365 Business Central Essential license costs $70 per user per month it includes Functionality across Financial, Distribution, Supply Chain Management, CRM, Project Accounting, HR and much more. There is no limitation to the number of users you can have, However, you can’t combine Premium and Essentials in the same deployment.

Dynamics 365 Business Central Pricing – Premium

Dynamics 365 Business Central is offered in a Premium and Essentials edition. Combining the two license types in the same deployment is not possible.
